Version string for the package.

The base version is assembled from the MAJOR_VERSION/MINOR_VERSION/ PATCH_VERSION constants defined here. When the GWKOKAB_DEV_BUILD environment variable is truthy, a local-version suffix identifying the build is appended: the current git commit hash (+g<hash>) when the source tree is a git checkout, otherwise the UTC build date (+d<YYYYMMDD>).
